Here are four wonderfully laid out tips straight from Google Webmaster Central:

  1. Make good use of page titles
  2. Whenever possible, ensure each page has a unique title that describes the page well.
  3. Make sure the text you’re talking about is in your content
  4. Make sure your pages are accessible

You can’t get anymore straight forward answers from the source!
